and necessary third partner, working on the

basis of our particular national

contribution (ie no mirror-imaging of either

the other two);

must create a presumption that we will

belong to and indeed exercise major

influence within any new "European"

grouping;

- should not make the "triangle" too explicit

or visible, but recognise value of (and

avoid alienating others in) the rather wider

"ginger groups";

- must achieve a conscious adjustment of the

balance of effort and resources as between

this and other major foreign policy goals.
