5. As you are aware, Australians have agreed in principle to a

separate Hong Kong ASA but are seeking assurances that Chinese,

at senior political level, have no objection to such an

agreement. We have tried to convince Australians that Chinese

are aware of our intention to unscramble existing ASAs and have raised no objection. We passed a piece of paper to Australian MFA to this effect on 3 October which they are still studying.

Land Commission

6. Fifth meeting of Land Commission postponed for one week to

17 October at Chinese request to enable them to study large

number of papers passed to them by Hong Kong in last few weeks.

Garrison

Announcement made on 27 September of reduction in

Hong Kong Garrison and disbandment of 2/7 Gurkha Rifles.

Prominently reported but no great concern expressed.
