(a) San José Meeting
The Department are submitting separately. The meeting will start on 28 September at either 1100 or 1600 and probably end by lunch time on 29 September.
(b) Nicaraguan Elections
The Prime Minister decided on 8 August that it would be premature to accept the Nicaraguan invitation to send observers to the elections on 4 November. She asked for consultation with the US and our European partners. Contacts with both continue. Lady Young intends to review our position in mid-September. The main conservative opposition grouping, the Coordinadora Democratica led by Arturo Cruz, has not registered for the elections.

Belize/Guatemala
At the talks held on 6 July in New York with UK attending as observers, Guatemala agreed to renew consular relations with the UK at an early date to be fixed. The Guatemalans have proposed the text of a communiqué which would include amongst the explanations for resuming relations the aim of reaching 'a just and honourable solution to the controversy over Belize'. We have said we cannot accept such linkage and have proposed alternative wording which the Guatemalans are considering. It was also agreed in New York to set up contact groups with representatives from Guatemala, Belize and the UK to deal with border problems and economic development. Another meeting is expected to take place in New York during the General Assembly, probably on 24 September.
(d) Visit of Mr Kinnock to Mexico, Nicaragua and Jamaica
Mr Neil Kinnock will visit Mexico from 15-17 September; Nicaragua from 17-19 September; and Jamaica from 20-22 September. Unclassified written briefing is being given to him. The Prime Minister has agreed that Mr Kinnock should also be given a confidential briefing on Privy Counsellor terms.
An appointment has been made for Mr Kinnock to call on the Secretary of State at 1630 on 13 September for this purpose.
