5. It is expected that virtually all Commonwealth countries and dependent territories which have parliaments will send delegates. In federal countries both federal and provincial parliaments are entitled to representation. Certain countries, whose membership is in abeyance, will not be represented at this year's Conference. Such countries, or provinces, are those where parliamentary institutions have not been functioning, eg Nigeria, Bangladesh and

Ghana.

6. We expect that a large number of delegations will be led by Ministers. We would be grateful for information on any of the delegations from your area by 7 September at the latest. A very brief thumbnail sketch of the leader of each country's delegation would be especially useful. Lady Young plans to give lunches to which about 20 of the more important delegation leaders will be invited. Please state which leaders you think warrant inclusion.

7. We would also particularly welcome any forwarning you can give us of any items in which they have a particular interest or of topics that they may raise that will necessitate special defensive briefing for the British party. A copy of the proposed agenda is enclosed (Annex B), including a list of the other subjects on which we intend to brief the delegation. We do not wish to expand this list unless absolutely necessary, but all reasonable suggestions will be considered sympathetically.
