VISIT TO WASHINGTON 5-8 OCTOBER

1.

As you know, I have been planning to visit Washington

in early October for discussions with the Americans. The

State Department have now agreed to set up a programme on

7 and 8 October, The Embassy will send an outline programme

in about a week.

2.

The subjects I shall have to cover

are as follows:-

Hong Kong

China

Japan (including trade and economic issues

as well as politics)

Philippines

New Zealand (ship visits)

South Pacific

Indo-China (including Cambodia and US

relations with Vietnam)

India/Pakistan (including nuclear) Afghanistan

The last two subjects will be covered in more detail by Sir

W Harding when he visits Washington in November.

Nevertheless,

I must be adequately briefed to discuss them myself.

3.

I shall need briefs. Wherever possible these should be

in the form of already available background papers together with

a checklist of points we wish to raise. There is no need for

full speaking notes.

4.

I shall be going to Washington after visiting the South

I set out on the afternoon of 25 September. Could

Pacific.

I please have as much briefing as possible by the morning of

Friday, 20 September (I am away at Ditchley in the afternoon)
