Mr Renton was very grateful for the briefing provided by your submission of 16 September. There are however a number of points on which he has asked for further information:

Nationality. What will be the effect of BN (0) status in terms of immigration to the UK, and of those who would like to settle in Britain but will not be able to do so?
Passports.
How many BN (0) passports will need to be issued from 1987 onwards, and to what kind of people? Will any of them have right of abode in the UK? On a related point, how many Hong Kongers are to be issued with full UK passports, and how far will this cause jealousy amongst those who are not?
Gurkha Garrison. Mr Renton also asked when the decision not to build a new barracks at Kohima will be announced. I think this point is covered in the weekend telegrams, which I have marked to him.
Elections to LEGCO. How do the electoral arrangements described in paragraph 21 fit in with the indirect nature of the arrangements described in paragraph 20? Perhaps you could let me have a note explaining in fuller detail how the electoral college and the functional constituencies will work.
