You asked for an urgent update of Mrs Coe's minute of 25 April on the subject of Sir Y K Pao's interest in the Ningbo steel plant.

I understand that the consortium for this project, led by Davy McKee and supported by Sir Y K Pao, have a feasibility study in train and a team is due to return to China shortly to complete the first stage technical study. A full feasibility plan will be available by January 1986.

The Chinese authorities have, since this project was first proposed, expressed the hope that HMG would provide financial support, and we expect it to feature on the list of projects we have asked the Chinese to prepare for the ATP/Soft Loan talks due to start in Peking in early October.
