SECRETARY OF STATE'S SPEECH
Turning to Hong Kong, since the
ratification of
the Joint Declaration on 27 May, the first meeting of the
Sino-British Joint Liaison Group and five meetings of the
Sino-British Land Commission have been held. Both bodies
have got off to a good start. I should like to restate
the Government's continuing commitment to the territory,
to its stability and prosperity and to its people.

The Government will shortly be introducing a draft
nationality Order in Council into the House along the
lines set out during
during the debate on the Hong Kong Bil1.
This Order has already been published in
in a White Paper to
allow those interested, particularly the people of Hong
Kong, to express their
their views, and the House will have a full opportunity to debate it [next month].
