1. We are grateful for your initial views on how the garrison migh be run down between now and 1997 and the police strengthened to

assure that we can maintain internal security. As you know, a

paper on these issues is likely to be put to Ministers early next

year. They will doubtless be very wary over proposals for

significant reductions. We shall need to convince them that internal security in Hong Kong will not be jeopardised in any way.
