there will sometimes be a need for fairly detailed background briefing, if a subject is complicated or the Prime Minister relatively unfamiliar with it. On such occasions background briefing should be sent to No.10 in a detachable form, so that the Private Secretary at No. 10 can decide whether or not to show it to the Prime Minister.
