To help maintain UK/US intelligence, defence, and

politico-military ties.

Short Term

1.

To foster wider understanding within the US Administration

of the importance the UK and other NATO allies attach to arms

control (and a ban on CW production), and hence to the Camp

David 4 points on SDI aims and deployment, while seeking to

secure satisfactory UK technological and industrial benefit

from participation in SDI research.

2.

To consolidate US understanding of the fundamentals

of the Northern Ireland situation, counter Republican propaganda

and fund-raising activities, secure Congressional approval

of the amended US/UK Extradition Treaty, and successfully

"sell" the autumn outcome of the 1985 Anglo-Irish dialogue.

3.

To seek to ensure that mounting protectionist pressures

in the US do not spill over into a crisis in politico-economic

relations with the EC.

4.

To help the Administration counter any renewed pressures

for unilateral

al reductions in US forces in Europe.

5.

To continue closely to monitor pressures within the

Administration for "pre-emptive action" against terrorism,

or greater US involvement in Nicaragua and El Salvador.
