1. I attach a copy of the outline programme for Mr Luce's visit to the FRG on 4-5 September. The principle objective of the visit is to underline the importance of Anglo-German defence cooperation and to harmonise views on key policy issues in the fields of defence and arms control. Other strands include talks with Herr Moellemann, FDP Minister of State at the Auswaertiges Amt on regional issues, a visit to BFG and a call on the Minister President of Lower Saxony to demonstrate the importance we attach to links with Hanover.

2. I would be grateful if Departments would provide contributions to the briefing as follows (consulting others as appropriate):

1) Steering brief (effectively an annotated programme)

2) Defence and Arms Control (Defence D and ACDD to allocate sub-divisions

of topics as appropriate)
