We needed to avoid anxiety in Hong Kong and the UK and hoped that a practical way could quickly be found to overcome this difficulty. Our aim was to maintain the impulse generated by signature of the Joint Declaration.
6. The Ambassador took note and undertook to convey the Secretary of State's remarks to Peking. Although he was not familiar with the details he knew that the subject was under discussion there.

The Ambassador commented that he had met the Prime Minister several times on his previous posting to Britain. He would welcome an early opportunity to pay a call on her as Prime Minister.
