d) The report from London suggested an agenda item on regional issues broken down between Afghanistan, Central America and the Caribbean. I said you wanted to talk about China and Zavis gladly agreed to that. For his part he would like to include the Middle East (the up coming information challenges). I hope you can agree to this; he did not expect a long discussion.

e) We assumed that the item on international economic issues: outcome of the Bonn Economic Summit would in fact only need to figure as a separate agenda item if the conclusions of the Summit so warranted. On the other hand the USIA would firmly wish agenda items on Terrorism and Narcotics. The information angle on both these subjects is obvious but Zavis stressed the very high foreign policy importance of Narcotics.

f) Zavis queried the inclusion of broadcasting. The USIA would rather not bring over an expert from Voice of America or their TV services division unless the subjects we wish to raise make this advisable. On the American side they would be glad to focus on new US initiatives such as the expansion of Euronet to 10 hours a week, the placing of antennae on Embassies, progress on Radio Marti and suggestions for a TV version of the US radio programmes in Germany and the establishment of VOA medium range programmes in Western Europe. I said that I thought that our own interest in this item lay in recent developments on the BBC front and that we did attach importance to including this item in the discussion. On the other hand, given the length of the agenda already, you may feel that this is a subject which might usefully be covered over lunch if Nicholas Barrington does not mind having it as a working occasion.

g) If we do have a working lunch (or partly working lunch) then perhaps we might include discussion on Northern Ireland at that point. The American team are very happy to make the visit to Northern Ireland and wholly content to leave the arrangements in our hands. Zavis was just slightly quizzical about why we were keen to take them all to Northern Ireland. I reassured him on the point but I think we should be careful not to so overload the programme with Northern Ireland that they feel they are being got at on a subject which is not really theirs.
