Sir Y. K. Pao called on me briefly this morning after seeing the Prime Minister. Unexpectedly he brought with him one of his daughters.

His main objective, so far as I could discern, was to register that he would be here in England at the time of Zhao Ziyang's visit and would be grateful if we could arrange his participation in one or more of the events. he also expressed the view, quite forcefully, that movement towards representative government in Hong Kong was too fast. Later in the conversation he made it known that this was a Chinese view he was conveying.

He was much more cautious about possible visits by Chinese leaders to Hong Kong than on previous occasions. A visit by Deng was relegated to the remoter future. Deng, he said, spoke about coming in 1997! Hu Yaobang was interested and, in Y. K.'s view, a visit by Zhao before or after the visit to Britain this year would make sense; but the Chinese view was that it would be wiser to wait for a year or two.

He also spoke about his assistance to Davy McKee over the steel plant at Ningbo but stressed the need for money on concessionary terms in order to clinch this sort of deal.
