SECRETARY OF STATE'S BILATERAL WITH MR SHULTZ: LISBON

Arrangements are in hand for an extended bilateral meeting (1/2 to 2 hours) between the Secretary of State and Mr Shultz when they are in Lisbon for the NATO Ministerial meeting 5-7 June.

2. I should be grateful for your views by close of play Friday 17 May on

(a)

(b)

What subjects the Secretary of State needs to raise with Mr Shultz.

What subjects it would be useful for the Secretary of State to raise if time permits.

(c) What other subjects Mr Shultz might wish to raise.

In each case I should also be grateful for one or two sentences of background or explanation.

3. On the basis of your replies, NAD will seek Washington's views and put together a submission outlining an agenda for the talks.

I have copied this minute widely around the Office in order to avoid omission of any important item from the agenda, but I should perhaps emphasise that it will be the Secretary of State's intention to focus only on subjects of major importance. On present form, we expect

that highest priority will go to arms control/East-West, Middle East, trade matters and possibly Central America.
