2 For the general brief (Annex 2 to Mr Carter's minute of 4 March) we need submit only appropriate material on Vietnamese Refugees for
inclusion in item B(II). You/Ms Walker will wish to arrange. Mr Carter suggests that you speak to Stephen Nash in SEAD (Extension 5073) about the layout of the material.
3. Mr Carter and Mr Powell have agreed that our background brief on Hong Kong for officials' use (Annex 4
use (Annex 4 to Mr Carter's minute of 4 March) should comprise:
(a) A section on the Agreement on the future; and
(b) a section on Hong Kong since the signature of the Agreement.
I attach my draft on (a) above. I suggest that material which might usefully be added to cover (b) should give some
(b) should give some indication of how the Hong Kong economy has performed since the conclusion of the negotiations on the future and whatever we can say about positive pointers towards enduring confidence.
4.
I should be happy to coordinate our departmental contributions for the briefing. We are required to provide them by close of play on Friday 8 March.
