1 Mr Carter's minutes of 22 February and 4 March which I have discussed with Mr Carter and Mr Powe 11.

2 For the general brief (Annex 2 to Mr Carter's minute of 4 March) we need submit only appropriate material on Vietnamese Refugees for

inclusion in item B(II). You/Ms Walker will wish to arrange. Mr Carter suggests that you speak to Stephen Nash in SEAD (Extension 5073) about the layout of the material.

3. Mr Carter and Mr Powell have agreed that our background brief on Hong Kong for officials' use (Annex 4

use (Annex 4 to Mr Carter's minute of 4 March) should comprise:

(a) A section on the Agreement on the future; and

(b) a section on Hong Kong since the signature of the Agreement.

I attach my draft on (a) above. I suggest that material which might usefully be added to cover (b) should give some
