2. I have agreed with FED that they will incorporate our contributions to brief No 8. These are attached in draft.

3. I think that we must include some defensive points on nationality questions. We have recently received a letter from our High Commission in New Delhi which says that the Indian press are taking an interest in the Indian Hong Kong community under the agreement. I doubt however, giyen the Indian Government's position on dual nationality, whether Indian Government Ministers/Officals will want to make heavy weather of this issue.
