6. The successful application of "One country, two
systems" to Hong Kong is crucial to China's strategy for
peaceful re-unification with Taiwan. This does not mean
that reunification with Taiwan is postponed to the
distant future and is therefore downgraded in importance
as a central goal of Chinese policy. People in Taiwan
can argue that only a long period after 1997 will show
whether China's undertakings about Hong Kong will be
honoured in practice. However, for China the reactions
before 1997 of the people and economy of Hong Kong to the
future change of status will be a crucial measure of the
success of the concept. Chinese leaders will argue that
leaders and people in Taiwan should prove their
patriotism and realism by starting to talk now about
future changes to reunite Taiwan and the mainland.
