HONG KONG: CALL BY MR HARILELA ON MR LUCE

I submit a brief for Mr Luce's use at his meeting with Mr Hari lela at 1715 hours on 18 February

A B 2. Dr Wilson's reply to Mr Harilela's petition was despached via

the Governor on 12 February. Mr Hari lela may still not have

received it on 18 February, and we are confirming that the Governor

has no objection to our handing a copy of the reply to Mr Hari lela.

3. Mr Luce will no doubt wish to stick fairly closely to the terms of our reply to Mr Hari lela. In particular if Mr Harile la presses us on the position of second and subsequent generations born after

1997 we should stick to the line that we

still considering the

matter. We are awaiting Hong Kong's comments on our initial view that it would be wrong to grant subsequent generations the automatic

right to acquire BOC status, but that we should approach the Chinese

to see if they would make a public statement saying that they would

look sympathetically on applications from such people for Chinese

nationality.
