1. I attach a self-explanatory circular minute from DTI commissioning briefing for Lord Young's forthcoming visit to China. We have agreed with DTI that FED will coordinate the FCO input, and that we need not be bound by the length limitation in paragraph 5 (although brevity remains important).

We envisage a package on the following lines; I should be grateful for contributions/from recipients of this minute, by cop on 31 January:

FED to prepare, but incorporating Points to Make and Essential Facts on the future of Hong Kong from HKD (in

But draft please). These can be brief and general. there will inevitably be some discussion of Hong Kong. Both Secretary General Hu Yaobang and Premier Zhao Ziyang have told us that they will be involved in the visit, and a meeting at least with Zhao is likely.

China Internal

i) FED will prepare a brief summarising the internal political situation, including a short account of recent economic developments and their political relevance.

ii) As a separate Annex to this, although it is not mentioned in the commissioning minute, I should be grateful if Economic Advisers, in consultation with RD (FE) could provide a more detailed note (in draft) on the substance

of the of the reforms. This could give an outline agricultural reforms and their success, list and comment briefly on the major items in the recent Plenum decision and subsequent related announcements, and describe the important aspects the open door policy, including the SEZS open cities, and the incentives which they are offering investors.

Personality Notes

FED will prepare.

4. IPPA

For completeness, I would be grateful if TRED could pass their contribution (final, blue crested, single spaced) to FED for transmission.
