HONG KONG AGREEMENT:

RATIFICATION

Mr Luce agrees with Mr Galsworthy's attached recommendation that we propose provisionally that ratification of the Hong Kong agreement takes place in the last week of May. He believes it is important that the proposal should remain provisional in case unexpected problems arise.

Mr Luce's general view is that it is better not to delay the Hong Kong Bill's passage through Parliament, since this would allow more time for new issues to crop up.
