Hong Kong Agreement : Post-initialling Check List

Thank you for your letter of 4 February and the helpful comments enclosed with it.

Prior to receipt of your letter, we had ourselves amended the checklist in various places in the light of comments from Branch Secretaries and Heads of Departments. I now enclose a second edition of the checklist which was circulated within the Hong Kong Administration on 28 January. I apologise for having failed to copy it to you at the time. am sending a copy separately to Peter Thomson in Peking.

As you will see from the second edition, some of your comments on the first edition (e.g. your comments (i) and (iii) under Section I) have already been taken care of. Where this has not been done we have taken note of your comments and will reflect them in the next issue of the checklist : as indicated in paragraph 2 of the covering note to the checklist, we ourselves intend to update it from time to time.

On the question of communist schools (your question under Section X), a note is enclosed.

As regards your question under "GENERAL" have been thinking of writing a history of the negotiations, as a complement to that prepared by the FCO Research Department, which would deal with the negotiations as seen from Hong Kong (and, in
