I transmit herewith the United Kingdom Instrument of Ratification of the Joint Declaration of the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of the People's Republic of China on the question of Hong Kong which was signed at Beijing on 19 December 1984.

I request that, upon receipt of a telegram of instructions, you exchange this Instrument of Ratification against a similar Instrument on the part of the Government of the People's Republic of China in accordance with the provisions of paragraph 8 of the Joint Declaration and forward the Chinese Instrument of Ratification, together with any accompanying procisverbal or Certificate of exchange to me as soon as possible thereafter.
