Recommendation

I recommend that the Minister write to Mr Waddington,

Minister of State in the Home Office, enclosing two special

reports on reaction in Hong Kong prepared by the Governor.

The White Paper containing the draft nationality Order in Council was published on 17 October in order to give the people of Hong Kong an opportunity to comment on it before it

was debated in Parliament.
