those working as laundrymen and tailors on navy ships are not employees of HM Forces. They are employed on a contract basis by individual ships and there is no reason why this arrangement should not continue after 1997, although they would obviously not be recruited through the Captain-in-Charge Hong Kong. However, we are looking at the future of these people, and that of LEPs and LECs in the context of our study of the future of the garrison.

This last is in line with Jonathan Powell's letter to you of 23 October. I should be grateful for an early reply.
