Of course we cannot guarantee that Chinese will honour their commitment. But no reason to think they will not. Cannot act on assumption that Chinese will not keep their side of the bargain. Chinese not take kindly to such a suggestion.

For B2. But do not see the point of this criterion. British citizenship

could only help those who could afford to emigrate, and cause anxiety in

those who could not. British citizenship offers no protection against

possibility of being forced by China to leave Hong Kong penniless.
