This White Paper represents another useful and measured step in making the arrangements necessary for the future of Hong Kong and the people there after 1997. It is right that the Government should set out its
proposals fully and that the House should discuss them carefully. The
Government have wished also to give every opportunity to the people of
Hong Kong themselves to consider what we propose. We shall take careful
account of all the points which are made.
We must abide by the terms of the Agreement and the provisions of the Hong Kong Act. But within these, we want to ensure that the arrangements we will make are fair and consistent as between all BDTCs.

ordered way.
We believe the detailed arrangements we propose are on the right lines, but we shall listen with interest to what the House says before finally inviting the House to approve an Order on this important
matter.
