Thank you for your letter of 27 August enclosing this one from the Council of Hong Kong Indian Associations. I am sorry not to have

written earlier.

We have exchanged a good deal of correspondence with the Council

on the implications of the agreement on Hong Kong's future for the

Indian community in Hong Kong. Richard Luce has seen Mr Harilela,

the President of the Council, and officials have subsequently seen

other representatives of the Council. Mr Sital has sent similar

letters to a number of other MPs.

Throughout this period, we have very carefully considered the Council's

views. We have had to conclude that we do not think it would be

right to go along with their proposals. We recognize their concern,

however, and are satisfied that the arrangements we have made go

as far as we reasonably and consistently can to meet their needs

within the terms of the agreement with the Chinese.

You may recall that when the nationality arrangements were first

debated in December and again during the passage of the Hong Kong

Bill, the Indian community in Hong Kong who were British Dependent

Territories citizens (BDTC) expressed great concern over their future
