Back in 1983 there was an exchange of minutes between ourselves, Hong Kong Department, PPD and Consular Department, about functions performed by Posts on behalf of the Hong Kong Government. No doubt there are previous papers on what basis the Hong Kong Government undertook to perform functions for us. Our 1983 file indicates that there were, but unfortunately our back papers on this subject have been weeded/destroyed.

3. I attach a copy of a Migration and Visa Department minute dated 21 July 1983, paragraph 2 of which may be helpful in tracing copies of the papers which might have been entered on other departments' files; and which hopefully they may

still retain.
