NATIONALITY LAW

1. I now enclose photocopies of the Belize Constitution (First Amendment) Act 1985 and the Belizean Nationality (Amendment) Act 1985, which were gazetted on 2 November.

2. The proposals to which I referred in my letter of 29 July are thus now law.

3. I heard an interesting theory the other day as to the reason for introducing citizenship on the basis of economic contribution or distinguished service (Belizean Nationality (Amendment) Act 1985, Section 5). I was told that the government hoped to attract Hong Kong, Chinese businessmen looking for a new passport from a stable democratic country. Citizenship would be traded for investment, whether or not the new Belizean citizen chose actually to live here.
