HONG KONG NATIONALITY ORDER IN COUNCIL

Problem

1.

To seek the Secretary of State's agreement to the

text of the Hong Kong nationality Order in Council, which is due to be published in the attached draft White Paper by the

Home Office in October.

B

Recommendation

2. I recommend that the Secretary of State

the Secretary of State agree the White

Paper and Order in Council and reject one last minute

amendment proposed by Sir S Y Chung. The Order and White

Paper have

have already been agreed at

at official level with the

Home Office who are submitting to the Home Secretary in parallel. The Home Secretary will put the White Paper to

OD (K) out of committee under cover of a minute (draft

attached) once

the Secretary of State has agreed it. I

submit a draft minute to the Prime Minister endorsing the

Home Secretary's views. (Private Office will wish to liaise

with the Home Secretary's Private Office on the timing of

the issue of the two minutes.)
