When we last met we discussed the problem of 'mixed' BDTCs who might have a claim to that citizenship by connections both with Hong Kong and with another colony. We doubt if it would be sensible, or even perhaps possible, to draw up a list of all the theoretical circumstances which might have produced this result. What we would propose to do, subject to your further comments, and despite some lingering doubts about the vires of doing so, is to make an exception to loss of BDT citizenship for a person born in Hong Kong neither of whose parents was settled there at the time of the birth. We recognise that we may wish to add exceptions on further consideration.

On the related question of the issue of new passports we hope you will be able to let us have very shortly the results of the consultation with EXCO on the views expressed by Hong Kong in their telegram 603 of 26 March.
