HONG KONG
1. I had lunch with John and Adrian Swire today and we talked about the various issues which might come up during my forthcoming visit to Hong Kong. Hong Kong's anxiety about nationality and travel documents was mentioned as well as the problem of the closed camps for Vietnamese refugees.
2.
In the course of discussion we wondered whether the Prime Minister might urge her Commonwealth colleagues to make a point of recognising and accepting Hong Kong travel documents. Sir Roger Lobo told me at the dinner for the Chinese Premier that the full acceptance of BDTC passports was a matter of great significance in Hong Kong and that he hoped that the British Government would use their influence in persuading the US and Commonwealth Governments to allow automatic entry on the basis of these passports. It occurs to me that CHOGM might be a good opportunity for the Prime Minister to canvas the point.
3. In addition would it be worthwhile her urging some of her Commonwealth colleagues (in particular Canada, Australia and New Zealand) to take some more Vietnamese refugees from Hong Kong? would of course be more effective if the British Government had indicated a willingness, to allow more of them into Britain.
4.
Perhaps you could consider these ideas.
