1. Ministers have agreed that the Home Secretary should guide the Order through Parliament and that Home Office Legal Advisers should have lead responsibility for its drafting

2. I attach a copy of Mr Emery's letter of 17 June to Mr Galsworthy and of the enclosures to that letter. I also attach, a copy of:

(a) Mr Emery's letter of 12 June to me;

(b) Hong Kong telno 681;

to which reference is made.

May I please have your comments on the Home Office material by close of play on Wednesday 26 June? We wish to allow ourselves sufficient time in which to take stock before attending a meeting with the Home Office. I am trying to fix a time for the meeting on Monday 1 July and will give you further details as soon as I can.
