CALL ON MR LUCE BY SIR ROGER LOBO, CBE, AT 5 PM ON TUESDAY, 19 MARCH

1. Sir Roger Lobo is the Senior Unofficial Member of the Hong Kong

Legislative Council. A personality note is attached.

He is visiting the UK for his investiture as a Knight Bachelor,

If he does, Mr Luce will wish to explain that HMG has recognized

concern in Hong Kong among non-Chinese BDTCs about potential

statelessness in future generations, and has decided that second

generation children whose grandparents were BDTCs, and who would

otherwise be stateless, will be entitled to register as British

Overseas Citizens under a new provision of the BNA. This intention

by HMG was announced by Lady Young during the Committee Stage of the

Hong Kong Bill in the House of Lords on 14 March.
