Jonathan Powell has sent you copies of our Legal Advisers' minutes of 22 and 25 February and the redraft of Articles 1-5 of the Order to which they refer.

a revised draft of Articles 1-5 of the Order and;

Mr Grainger's minute of 15 March;

and would welcome your early comments on both. As far as the revised draft Articles are concerned, Article 4 seems to be the one which is principally affected. We should be grateful if you would look particularly carefully at the redraft of Article 4(1) and of Article 2(1). Paras 6 and 13 of Mr Grainger's minute refer.

3. We are still considering here the question of those "mixed" BDTCS whose main connections are not with Hong Kong and to whom you referred in your letter of 4 February to Richard Hoare.
