BACKGROUND
Mr Powell tabled an amendment to the second reading of the Hong Kong Bill on the alteration of the law of citizenship by Order in Council. He has subsequently tabled three other amendments for the committee stages of the Bill.

During the second reading debate Mr Powell elaborated on his objections to the procedure proposed by HMG and the proposal that former Hong Kong BDTC's be given a new form of British nationality.
The draft reply is based on figures provided by Hong Kong. Hong Kong has confirmed that these figures are the best estimate currently available.
