At Mr Luce's meeting of Parliamentarians today two points were

raised on nationality which require follow-up. Mr Luce commented

afterwards that he expects them to be raised in the Committee stage

and that we shall need a good defensive line on them.

The first is the question of the transmissibility of BOC

status. One member present, whose name I did not get, observed that

BOC status was not transmissible. I f we were to give people who

would otherwise be

be stateless BOC status we should only be putting

the problem off for one generation. What would happen to their

children? Mr Luce undertook to consider the point.

will need to discuss this with the Home Office urgently.

3. The second point was raised by Lady Vickers who said that she

had received a lot of material from Indian pressure groups

in Hong

Kong. She said they had informed her that there were 16,000 Indians

living in Hong Kong. She asked about their future. Mr Luce took

her over HMG's intentions on statelessness. We also told her that

we believed that the figure of 16,000 must include those who were

not British Dependent Territories citizens, but who were

presumably Indian citizens. She asked in this case whether the

Indian Government would let them in, and whether we had had any

discussions with the Indian Government. Mr Luce said that we had

not, since we had no indication that any of them wished to go to

India. We had better try to get some

clarification on the figure of

16,000 and work out a defensive line.
