3. I must say that these points seem to me to be reasonable. I do not see how we could accept responsibility for children born after 30 June 1997 in what will be a foreign country to parents not British. Nor do I think it is reasonable to say that such children will have been made stateless "by the agreement"

They would have been stateless at birth before 1997. What they will lose, and by virtue of the constitutional change rather than the agreement, will be the right to apply for British nationality by virtue of birth in a British dependent territory, since Hong Kong will have ceased to be such.
