HONG KONG BILL: LORD KADOORIE

1.

I have consulted the Lords Whips about your minute of 15 March (below). They would be content for you to reply to the Hong Kong Government Office on the lines suggested in para 2 of your minute except that they would prefer the second paragraph of the reply to read:

'That said Lady Young would of course not object to Lord Kadoorie speaking and she and the Whips are well aware of his distress at not being able to attend the Second Reading Debate and the effects that this has had in Hong Kong. In the circumstances the House would probably be willing to indulge him to some extent but the best advice the Whips can offer is that he would be well advised to keep his speech to not more than 5 minutes. He would probably get away with that, but he would be most successful in eliciting the sympathy of the House if he explained at the beginning of his speech that he had been unable to attend the earlier Debates because of ill-health'.
