I submit a draft reply to Lord Kadoorie's letter of 13 February.

2. Lord Kadoorie, Chairman of China Light and Power Ltd, visited Peking in January for the signing of the Joint Venture Agreement on the construction of China's Nuclear Power Station at Daya Bay in Guangdong. He met Deng Xiaoping and Premier Zhao Ziyang, and has written separately to the Prime Minister about these two meetings. DTI are preparing a draft reply for 10 Downing Street.

3. Although he does not say so in his letter, we have heard that Lord Kadoorie has it in mind to attend the Lords at a
