The bulk of the Orders
under this paragraph will be to
amend or replace or to enable the Hong Kong legislature to replace United Kingdom statutes to the extent that they form part of the law
of Hong Kong. The minority of other orders will generally be used to remove references to Hong Kong which it will be inappropriate to
retain as part of the law of the UK when Hong Kong ceases to be a British dependent territory.
There are likely to be a very
the next 12 years.
Even i f
large number of such amendments during
as many as possible were to be grouped
together in Orders in Council they would create a substantial amount of work for Parliament under positive resolution procedures.
The
resolution
Government is therefore convinced that negative
procedures are the most suitable in the case of this paragraph.
