I attach a draft submission and draft letters for Lady Young to Lord Cledwyn, Lord Beaumont of Whitley, Lord Gridley and Baroness Vickers.

I do not think there is any need to reply further to Lord Cledwyn's enquiries about the drafting of the Basic Law, although Lady Young promised him further information if it was available (Col 504).

3. I would be grateful if Mr Leeks could provide a draft letter to Lord Gridley. I am seeking Home Office and Legal Advisers comments on the other three drafts.
