Astonishing that Chima not offended by British Government
conferring British nationality on up to 3 million Hong Kong people Could have simply permitted holding of travel documenmts
by former BDT S but have instead created new form of British
nationality Government persuaded to do so by people of Hong Kong, who believe they will be able to mobilise opinion to enforce
future Government to concede rights which, it will be argued, are natural implications of anything called British passport or British nationality.

Chinese Government do not object to their own nationals holding
new form of British nationality because they may in future find
themselves embarrassed by some people in this category and find it
easier to dispose of them under description of British nationals.
Fraud being perpetrated by FCO, China and representatives of Hong Kong people engaged in negotiations, to deceive House.

Good precedents in statute law showing that new form of
nationality should be created by amendable legislation.
Legislation created by Order in Council can be easily amended or
removed if circumstances change. It therefore provides inadequate
long-term security for BN (O)s.
Government must make draft Order in Council available to House and
people of Hong Kong with "green edges".before final
statutory instrument is laid before House.
