BASIC LAW

is clearly a matter for the Chinese Government. Chinese

leaders assured my rt hon Friend the Prime Minister during

her visit to Peking that the people of Hong Kong would be

consulted on a wide basis.

The machinery for this

consultation has not yet been announced by the Chinese

Government.
