I write these few lines to say how sorry I am that

I shall be unable to attend the debate in the House of Lords on February 19th.

Immediately before the Chinese New Year is a

particularly busy time in Hong Kong. His Excellency the Governor

will be opening the China Light & Power Company's Control Centre on the 18th inst., and I shall be leaving for Nepal on the 20th. know, we are very much interested in Gurkha Welfare and have a number of projects on hand in that country.

On a different subject, I am glad to tell you that our recent visit to Beijing in connection with the signing of the Joint Venture for China's first large nuclear power station was a great

success.

Interviews with Premier Zhao Zhi Yang and Chairman Deng Xiaoping were relaxed and constructive, particularly with the latter when Chairman Deng expounded at length on his views on China's policy and especially its relationship to the future of Hong Kong.

I am glad to say that I left with the impression that the PRC intend to do all they can to maintain those elements upon which the prosperity of this city is based.

May I take this opportunity to thank you once again for your kind words at the last debate. I hope to be in England sometime in April/May when I look forward to the pleasure of meeting you again.
