disinterest.
Presumably China has no intention of forcing Hong Kong people to
join PLA, but would be helpful if they made this clear.
Change in nationality status may produce unexpected nationality
problems which must not be brushed aside. Clear obligation to let
certain people settle in UK.
Agreement of other countries to continuation of Hong Kong's
external commercial relations crucial. Any indications yet of
attitudes of main Governments concerned?

also of promotion of local people to top jobs in public services
