DRAFT WINDING UP SPEECH FOR LADY YOUNG'S USE AT THE SECOND
READING DEBATE ON THE HONG KONG BILL, 19 FEBRUARY 1985
(a) INTRODUCTION
We have had an excellent debate on Hong Kong today, a
debate which, I believe, illustrates the commitment of this House to that territory and its people. As I said
earlier in this debate I am sure it is a subject to which we should and will return many times in future years.

points raised by your Lordships as I can. If I fail to
answer any particular point I shall write to those

I am glad that there has been a large measure of support
for this Bill from all sides of the House.
use./ I t is
particularly important to maintain all party support in the House for the agreement on Hong Kong. There are
twelve and a half years between now and 1997: there are
bound to be some difficulties in these years and we must
do all we
to avoid unnecessary divisions, and to
promote
a sense of stability and confidence in Hong Kong.

It is for this reason that the Government has moved to
meet the strong desire on all sides of the House for an
annual report on Hong Kong, No doubt, if the House wishes to debate this annual report, it can be discussed through
the usual channels.
