DIPLOMATIC PRIVILEGES AND IMMUNITIES]
Only with legislation can we be certain that we can fulfil our obligation under Annex II to provide diplomatic privileges and immunities to the Chinese members of the Group who attend meetings in London. The Joint Liaison Group would not be covered under the
International Organisations Act 1968 because it is neither an
international organisation under Section 1 of that Act, nor an
international conference covered by Section 6. This provision is
therefore necessary to enable the Government to rafity the
agreement.
